Notable developments
Portomaso
Portomaso is the marina-front SDA at the centre of St Julian's, a master-planned cluster of apartment towers, a private yacht harbour, the Hilton hotel, and a business tower. It is one of Malta's longest-running SDAs and a flagship for the Maltese luxury apartment segment.
Pendergardens
Pendergardens is an inland Special Designated Area on the St Julian's hill, layering low-rise apartment blocks around landscaped courtyards and a residents' pool deck. It sits a short walk from Portomaso and Paceville.
Mercury Towers
Mercury Towers is the high-rise mixed-use SDA on the former Mercury House site at the top of Paceville, combining apartments, hotel inventory, and ground-floor retail in a Zaha Hadid Architects design.
Spinola Bay
The crescent of restaurants and apartment blocks wrapped around Spinola Bay sits at the heart of St Julian's nightlife and dining scene, with direct waterfront views and a short walk to Portomaso.
Notes for buyers
Portomaso and Pendergardens are SDAs, allowing unrestricted foreign purchase. Outside SDAs, non-EU residents need an AIP permit and minimum thresholds apply.
- 1-bed Paceville apartments rent from 950 to 1,400 euro per month; Portomaso seafront breaks 2,500.
- Portomaso, Pendergardens and Mercury Towers are SDAs (no AIP, no minimum-property restriction for non-EU).
- Paceville carries Malta's highest noise floor; buy at the back of a block or two streets inland if sleep matters.
- Short-let returns are highest here in Malta; MTA registration plus condominium rules apply.
- Tower waitlists for incoming developments (Mercury, Quad Central) are commonly six to twelve months ahead of handover.
